Administrative position that performs difficult professional and administrative work in assisting the Director of Social Services to plan, organize and manage activities of the Department of Social Services. Advises the Director of Social Services and Leadership Team on a variety of issues and undertakes special projects. Provides direct supervision over several functional areas of the department. Provides assistance to the Director in the formulation of long-term plans that identify changes in service levels and the establishment and revision of program and administrative policies.
Thorough knowledge of principles and methods of administration including planning, organizing, directing, personnel, public relations and fiscal management; significant knowledge of federal, state and local rules and regulations affecting the department's services; significant knowledge of current social, economic and health problems and trends; ability to assume supervisory responsibility for professional and non-professional employees; ability to plan and organize the efforts of a number of professional, technical and clerical operations; ability to collect, organize and analyze data; ability to communicate effectively, both orally an in writing, with staff, other community agencies and state and local governments; ability in express complex ideas effectively; ability to establish and maintain effective working relationships with the public, elected officials and subordinates.
Minimum Qualifications
Considerable knowledge of: human services program delivery; assigned program areas' policies, procedures and practices; the current social, economic, and health issues relating to clients in jurisdiction; Social Security Act; laws and regulations on administration of welfare services; human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; principles and processes for providing customer and personal services; business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources; and principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems. Skill in: operating office equipment to include the personal computer and related equipment. Demonstrated ability to: plan, direct, implement, and monitor assigned programs; supervise and direct the work of managers; communicate effectively both orally and in writing, with diverse groups of persons; interpret complex rules and regulations; work effectively with others; represent the Social Service Director before the Boards, staff, and other committee assignment or government meetings; and to analyze problems and develop logical conclusions.
Preferred Qualifications
Bachelor's degree in social work, a behavioral science, counseling, business or public administration or related field supplemented with professional experience in social work or other human services field with some supervisory or other management work experience or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Knowledge of other community resources and proven ability to work with other community agencies serving citizens. Ability to work within a collaborative system involving other agencies and organizations serving citizens. A master's degree in public or business administration, social work, sociology or a related field is preferred. Prefer experience in a human services setting including some experience in an administrative or supervisory capacity.
Special Requirements
Ability to pass a Criminal background check, Child Protective Services Central Registry search, drug screening and DMV record that meets agency standard.
