Development Services (SharePoint Developer)
Background/Introduction
The Homeland Security Information Network (HSIN) is a comprehensive, nationally secure and trusted web-based platform! able to facilitate Sensitive but Unclassified (SBU) information sharing and collaboration among State, local, territorial, tribal, private sector, international partners, and the Federal Government. The HSIN platform was created to interface with existing information sharing networks to support the diverse Communities of Interest (COI) engaged in preventing, protecting from, responding to, and recovering from all threats, hazards, and incidents under the jurisdiction of the Department of Homeland Security. HSIN also serves as the primary vehicle for information sharing under the National Response Framework.
You shall perform development of related activities and services to support HSIN.
This will include but is not limited to the following:
Enhancements to the HSIN Web application (SharePoint 2010), including:
- Updates to optimize and standardize the web application
- Implementing Team Foundation Server builds and deplo! yments
- Implement SharePoint templates, web parts, lis! ts, libraries, and other items
- SharePoint 2010 installations and configuration
- Implement future SharePoint 2010 capabilities and solutions based on customer requirements
- De-provisioning
- TFA provisioning
- User updates
- All work will adhere to DHS requirements / TRM
- All work will be unit tested and source code checked into the version management tool
- All work will adhere to Microsoft best practices
- All work will adhere to the Agile methodology as defined by Our Client’s ES
- All work will include maintaining and updating the Version Description Document, Configuration Management Plan, System Design Document, Deployment Plan, and all applicable technical deliverables
- Ability to learn quickly
- Some understanding of Oracle Identity ma! nagement (PKI, SSO, LDAP, etc)
- Good soft/communication skills
- Good troubleshooting skills to be able to figure out problems on their own
- Good task management skills to be able to follow procedures and status tracking items
- Ability to work in fast-paced, dynamic environment with varying priorities
- Experience with applications testing and deployment processes
- High interpersonal and professional skills
- Ability to work with a cross-functional team
- Ability to produce professional deliverables using Microsoft Office
- US Citizen located in the Northern Virginia or Washington D.C. area
- Researches, designs, develops, configures, integrates, tests and maintains existing and new business applications and/or information systems solutions includi! ng databases through integration of technical and business requirements!
- Applications and infrastructure solutions include both 3rd party software and internally developed applications and infrastructure
- Responsibilities include, but are not limited to, analysis of business requirements, coding of modifications or new program, creation of documentation, testing and maintenance of applications, infrastructure, and information systems including database management systems
- Works within the Information Technology function, obtaining resources and working in support of objectives and strategies
- Provides required documentation and participates in architecture reviews to ensure that the solutions comply with standards and use approved technologies
- Typical customers are Our Client’s end users and various functional areas such as Supply Chain, Research and Development, Marketing, Finance, a business, or the company
- Unique mastery and recognized authority on relevant su! bject matter knowledge including technologies, theories, or techniques

- Typically a technical Bachelor's degree or equivalent experience and a minimum of 12 years of related experience or a Master's degree and a minimum of 10 years of experience
- 7 or more years of experience writing code (such as, and not limited to, Java, C, C++, C#, VB.Net; database! s like SqlServer/ Oracle; and Testing tools Experience of multiple full! release cycles. Advanced understanding of modern software development methodologies
- Advanced understanding of modern software development tools and SCM
- Advanced understanding of Software Test methodologies, and an expert in testing tools
