Macfadden is seeking a Financial Systems Analyst to support the United States Coast Guard (USCG) Finance Center (FINCEN) in Chesapeake, VA. The Analyst will be part of a diverse and experienced team providing business operations services support to the FINCEN accounting systems branch. The ideal candidate will possess a combination of financial experience; functional financial systems support experience, experience with Oracle Federal Financials, and knowledge of USCG financial systems and business operations.

The Analyst will work as part of a heavily integrated support team providing critical support througho! ut the FINCEN accounting systems operating environment, with a! focus on supporting the Core Accounting System (CAS) and its internal and external customers. The Analyst will work and interact regularly with other FINCEN team members, personnel in various Divisions, and other personnel or stakeholders within the systems and accounting branches. Business support services or activities will focus on the following areas:

  • Integrated functional operational support for CAS modules (e.g. General Ledger, Purchasing, Accounts Payable, Accounts Receivable), the CAS Financial Procurement Desktop (FPD), and feeders and interfaces for USCG, DNDO, and TSA.
  • Key business operations support activities to include problem resolution, business process support, functional system support, Tier 2/3 functional support, functional testing, business or functional analysis, and reporting and customer support for USCG, TSA and DNDO.
  • Monitoring, confirming, and/or troubleshooting a range of CAS related daily routine operations, ! performing setups for accounts, assisting in identification of invalid transactions, supporting field units and HQ personnel on maintenance of tables or data input, and responding to data calls for FINCEN, USCG HQ, TSA, and DNDO.
  • Supporting critical or surge activities in areas such as monthly reconciliations, abnormal balances, audit issues, and year-end and month-end closings to include research and resolution of issues, and running data scripts.
  • Assisting with documentation of processes and procedures, development or mapping of business processes and business or functional requirements, assisting with development of functional test plans and validating testing results, and supporting other requirements as needed.
Experience and Knowledge

  • Bachelor’s degree in Business Administration, Accounting, Computer Science, or a related discipline (or equivalent combination of education and experience).
  • Minimum of 5 years rel! evant experience for mid-level analyst, and minimum of 8 years relevant! experience for senior-level analyst.
  • Requires experience in a financial systems support analyst role or providing other relevant information technology support.
  • Knowledge and/or experience with the USCG Core Accounting System, Financial Procurement Desktop (FPD), feeder and interfacing systems, and interfacing with non-USCG customers (e.g. TSA, DNDO).
  • Functional knowledge of Oracle Federal Financials (i.e. Oracle E-Business Suite) (release 11 or higher) including all relevant modules.
  • Understanding of Oracle RDBMS, PL/SQL, and technical aspects of Oracle Federal Financials database tables and strong experience using querying and analysis tools such as Microsoft Excel, Toad, SQL Navigator, and SQL*PLUS.
  • Demonstrated experience providing functional financial systems and business operations support in a Federal government setting.
  • Knowledgeable or conversant with System Development Life Cycle processes and application supp! ort processes.
  • Ability to operate effectively with and interface across all levels of management and skill, and to operate both in an independent and team member role.
  • Possess professional writing skills with ability to author business or technical documents, synthesize and report data, and develop presentations.
  • Solid interpersonal and communication skills and proficiency with Microsoft Office applications such as Excel and Word.
Clearance Requirements

  • Must be able to obtain a successful USCG Minimum Background Investigation (MBI).
Work Location

  • Chesapeake, VA; minimal travel (< 25%) may be required.
