Demonstrated experience offering recommendations to multiple sizes and types of organizations regarding strategies for major acquisitions. Demonstrated the ability to provide recommendations con! cerning the establishment of organizational partnerships, and to develop risk mitigation/ management strategies. Demonstrated expertise in all life cycle phases of contracting, including the pre-award phase of contracting (acquisition planning, solicitation, source selection and award), and post award contract administration, as well as contract problem identification, analysis and resolution. Performs strategic planning on acquisition approaches, especially for complex and first time procurements. Participants in the structuring of RFPs for complex and technology procurements and develops RFP and contract documentation. For major procurements, develop contract line item structures, reduces technical requirements into logical frameworks and unambiguous specifications and statements of work/performance work statements, leads development of evaluation criteria and evaluation strategy. Drafts the requisite planning and justification documentation for approval procurements.

Required Experience
Possess 6-10 years of progressive experience supporting and developing large, major, or complex procurements in a variety of industries from procurement planning through contract execution. Possess in-depth knowledge of the Federal Acquisition Regulation (FAR), agency specific regulations, and have current and demonstrated experience with acquisition streamlining initiatives and reforms. The Senior Acquisition Specialist has practical knowledge of the various acquisition approaches to include full and open competition, cost plus and fixed price contacts, Government Wide Agency Contracts and blanket purchase agreements, and is able to formulate the appropriate documentation for the various approaches. The Senior Acquisition Specialist has experience in leading and managing other acquisition professionals, and has demonstrated effective organization skills and excellent communication skills.
B.A. or B.S. and 24 semester! hours in business, accounting, finance, acquisition, purchasing, economics, industrial management, marketing, or quantitative methods. Five years of relevant experience may be substituted for the degree requirement. Completion of DAWIA Level II equivalent coursework is mandatory or any of the following professional certifications: CPCM,CFCM,CCCM.
