COUNSEL, OFFICE OF NAVAL RESEARCH

The Counsel for the Chief of Naval Research is the principal legal advisor and special staff assistant to the Chief of Naval Research. As a special staff assistant to the Chief of Naval Research, the incumbent is a member of the Office of Naval Research CommandÂ's top management team, and participates in the formulation of policy and major program decisions. The advice of Counsel, ONR extends beyond the realm of legal matters into business, administrative, organizational, and policy affairs.

Drug testing designated position DUTIES:
This executive directly advises the Chief of Naval Research on all legal matters affecting the Off! ice of Naval Research (ONR) and on the Department of the NavyÂ! 's patent policies. Counsel is responsible for providing legal advice and counsel on business and commercial law, including issues arising from government contracting, intellectual property and patents, civilian personnel law, fiscal law, environmental law, litigation, legislation, standards of conduct, research involving human subjects, the Freedom of Information Act, and interagency, international, and cooperative agreements. Counsel, ONR, also provides legal liaison with the other Offices of Counsel within the Office of the General Counsel, with other Department of Defense activities, and with many other Federal and state agencies engaged in research.

Counsel, ONR, oversees the entire operations of a legal office comprised of approximately fifty attorneys who are assigned to the Office of Naval Research, Naval Research Laboratory, Naval Postgraduate School, Naval Medical Research Center, and the Naval Meteorological and Oceanographic Command.

Counsel, O! NR is a senior executive attorney and is a member of the Department of the Navy, Office of the General Counsel, (OGC). Counsel, ONR and serves as a member of the OGC Executive Steering Group. QUALIFICATIONS REQUIRED:

These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for this position.

BASIC ELIGIBILITY REQUIREMENT:
Must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative response which describes fully, but concisely, how his/her experience supports each of the following technical factors. Failure to address these qualifications in! a separate narrative response will eliminate you from consideration:
1. Ability to analyze and organize complex factual and legal matters of significant importance, develop effective courses of action, make sound decisions, and to communicate recommendations to clients or senior counsel clearly, orally and in writing.

2. Ability to establish effective working relationships with persons having differing interests, and to manage, organize, and direct others.

3. Knowledge of and experience in the practice of:
(a) One or more of the principal substantive areas of law practiced by OGC: government contracts, federal employment, environment, fiscal, intellectual property, federal civil litigation regarding the foregoing topics; and

(b) Organizational relationships, missions, and procedures of the Department of the Navy and the Department of Defense.

Applicants will be assessed on the depth, breadth, quality, and diversity of their experience in the principal substantive areas of law practiced b! y OGC, especially their potential for professional growth and ability to meet challenges.

EXECUTIVE CORE QUALIFICATIONS (ECQs) : The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. Leading Change : The ! ability to bring about strategic change, both within and outside the or! ganization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People : The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven : The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen : The ability to manage human, financial, and information resources strategically.

5. Building Coalitions : The ability to build coalitions internally and with other Fed! eral agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

SPECIAL REQUIREMENTS:
Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served.

In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment

Travel may be required.

Selectee must be able to obtain and maintain a Top Secret security clearance.

Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Repo! rt, OGE-278, prior to entering the position and annually thereafter.
All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.

This position is in the 0905 career field.

HOW YOU WILL BE EVALUATED:
Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority. BENEFITS:
