SUMMARY

OF DUTI! ES:

Serves
as a Level II or higher certified
Contracting Officer with delegated warrant authority to approve and award
commercial contracts.

  • Develop policies and procedures for evaluation of contract
price proposals, advertising, negotiating, awarding, administering or
terminating contracts for the procurement of supplies and services.

  • Lead negotiator for the pre-award of Interagency and Cooperative
Agreements.

  • Recommend policy interpretation and content of agency
policies concerning the management and development of procurement programs.

  • Provide guidance on interpretations of laws, policies,
procedures and regulations.

  • Determine contractual clauses to cover special conditions
such as inspection and acceptance, marking and packing, price differential,
transportation costs, revisions to statement o! f work or specifications, etc.

  • Evaluate bids for responsiveness and conduct on-site surveys
to assess contractor's ability to perform.

  • Plan negotiation strategy and lead negotiations to develop
the contract prices and terms.

  • Conduct post-award conferences with the contractor to
clarify contractual requirements and special provisions.

  • Monitor contractor performance.
  • Solve
problems relating to change proposals, claims payments or similar problems.

QUALIFICATIONS REQUIRED:
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-1102).

BASIC REQUIREMENTS FOR CONTRACTING POSITIONS GS-13 OR HIGHER:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions,! including at least 4 years of experience in contracting or related pos! itions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelorÂ's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW:

GS-14: 1 year of specialized experience equivalent to the GS-13 grade level. Examples of specialized experience includes but is not limited to, professional experience involving the procurement of supplies, services, constr! uction; utilizing formal advertising or negotiation procedures; evaluating contract price proposals; and the administration, termination and close-out of contracts. These examples are not all inclusive (refer to the summary of duties for specialized experience).

FOREIGN EDUCATION: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evalution upon request. Failure ! to provide such documentation when requested will result in lost consid! eration.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driverÂ's license is required.
