A! s a Human Resources Specialist (ER/LR) you will be responsible! for the following duties:

• Providing guidance, consultation, advice and assistance to supervisory and management officials concerning the Federal labor relations program in general and the Agency labor-management partnerships in particular.
• Analyzing frequently changing conditions in on-going labor and employee management relations in all appropriate organizational elements.
• Serving as a technical expert in the area of employee relations and labor relations.
• Representing the agency in meetings with the Department of Defense (DoD), Office of Personnel Management (OPM), and other Federal departments and agencies on matters of employee relations, labor relations policy, and matters of special concern.
• Providing advice, counseling, technical and policy guidance to employees concerning their responsibilities and rights under the various avenues of dispute resolution, including grievance procedures, the Equal Employment Opportunity (EEO) co! mplaints system, appeals to Boards and counsels, etc.
• Preparing proposal and decision letters ensuring documents are prepared in accordance with applicable statutes and/or procedures. QUALIFICATIONS REQUIRED:

You must have one year Specialized Experience equivalent to the GS-11 level for the GS-12 grade in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully th! e duties of the position, and that is typically in or related to the wo! rk of the position. Experience must be reflected in your resume.

You must have one year Specialized Experience equivalent to the GS-12 level for the GS-13 grade in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience required for this position is:
• Providing technical guidance to management or high level officials on employee and labor relations matters.
• Provided advisory services to managers regarding employee conduct and performance problems.
• Prepared and/or presented complex written documents concerning a wide range of employee relations issues subject to appellate scrutiny.
• Participated in relationships with local and national union representatives, p! romoting understanding of policies in the labor relations programs.

Specifically you will be evaluated on the following competencies:
1. Knowledge of the Employee Relations concepts, practices, theories, laws, and regulatory guidelines.
2. Ability to communicate complex professional and technical information.
3. Ability to write professional and technical information in a clear and concise manner.

Substitution of education may not be used in lieu of specialized experience for this grade level.
