KEY REQUIREMENTS
See Duties and Qualifications DUTIES:
Assists the Worker's Compensation Program Manager in the management of the United States Marine Corps (USMC) self-insured Non-appropriated Fund (NAF) Workers' Compensation Program. Utilizes extensive knowledge of the Longshore and Harbor Workers' Compensation Act (LSHWCA), and other pertinent laws and regulations to receive and evaluate workers' compensation claims for proper acceptance and adjudication after submission to the Third Party Administrator (TPA).
Assists in oversight of a! ctivity of the TPA. Assists in semiannual reviews of TPA contr! act requirements and prepares written reports of findings. Reviews and analyzes worker's compensation reports. Checks for discrepancies and makes corrections. Identifies potentially large claims and advises the Workersâ Compensation Program Manager of any issues with the contractor.
Based on contract requirements, approves, recommends and authorizes payments made under this program. Initiates wire transfers and reconciles accounts. Serves as point of contact (POC) on all financial requirements. Ensures expenses are properly credited and allocations are made. Maintains clear audit trails and account records. Assists in identifying budgetary requirements for program administration, and coordinates budget submission for workers' compensation accounts. Reviews budget variance reports and reconciles disparities. Maintains the budgeting spreadsheet to track costs.
Prepares reports for the Department of Labor to determine adequacy of USMC financial security arrangements ! required to maintain self-insured status. Provides LSHWCA interpretation, technical guidance and advice to USMC Non-appropriated Fund Instrumentalities (NAFI) . Performs annual file reviews and training sessions for USMC NAF at field locations.
Promotes and facilitates safety awareness for USMC NAF is by maintaining and growing the safety resource library for field use. Based upon analysis of workers' compensation reports identifies problem areas, trends and hazards to ensure relevant material is available. Serves as moderator, and coordinates quarterly safety officer conference calls. Serves as safety POC for excess insurance carrier loss control program.
Recommends changes to procedures concerning the NAF Workers' Compensation Program to conform with DoL requirements and USMC regulations, and to incorporate current industry best practices.
Assists in preparing oral and written briefings for presentations to the Department of the Navy, USMC, and Marine Corps Co! mmunity Service (MCCS) activities or other entities. Prepares and deliv! ers briefs on the Worker's Compensation Program for internal conferences and meetings. Travels to conduct file reviews/training sessions, contract quality control reviews, and to attend required training/education seminars and conferences. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. QUALIFICATIONS REQUIRED:
Bachelorâs degree from an accredited college or university in a related field appropriate to the work of position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates extensive knowledge of workers' compensation principles and financial management skills. Knowledge of the Longshore and Harbor Workers Compensation Act is required. Skill to analyze reports and plan, organiz! e and implement new or improved procedures, work methods or objectives. Skill to independently prioritize and complete tasks with minimal oversight. Skill to communicate effectively orally and in writing, and to prepare and deliver training sessions to various levels of personnel. Skill to create spreadsheets for various reports.
