Job Summary:

Contributes to the Tribe's mission of building and enhancing a Tribal community with strong cultural values by supporting the mission of the Domestic Violence Program, working with law enforcement, program staff and community agencies to provide advocacy services and referrals for victims of crime services. In addition, this person will promote greater awareness of Domestic Violence/Sexual Assault and to educate the community and Tribal members about resources available to victims and families when violence does occur. This is a limited duration position through September 30, 2023; continuation is subject to grant funding availability.

Essential Functions:

  • Provides support, crisis intervention, advocacy, referral, education and information to American Indian/Alaska Native victims/survivors of sexual and domestic violence.
  • Ability to respond to emergency situations and provide crisis interventions to victims of sex trafficking, stalking, dating violence domestic violence and sexual assault.
  • Ability to maintain a flexible schedule, including evenings, weekends and various shifts.
  • Ability to respond to rotating 24 hour crisis line schedule, after business hours.
  • Ability to provide case management support in program shelter and advocacy office.
  • Ability to support shelter residence in independent living skills.
  • Provides assistance with protection orders, safety planning, transportation, accompaniment to medical care, legal advocacy, financial assistance, coordinate client appointments etc.
  • Support shelter residence in identifying long and short- term goal, assist with housing.
  • Provide presentations/education, community outreach about our program services to tribal departments and community providing of awareness to domestic and sexual violence.
  • Ability to work independently and maintain client files, track data.
  • Ability to facilitate conflict resolution and maintain appropriate boundaries.
  • Maintain confidential files and practice confidentiality of information and individuals as required by State and Federal laws and in the employee handbook.
  • Manage donations, sort, organize and distribute necessary items to residents for general use. Prepare rooms in shelter for incoming resident.
  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a Bachelor's degree in Criminal Justice, Human Services, or similar field of study and one (2) year of directly related work experience; or an equivalent combination of education, training and work experience.

Driving Requirements:

  • This position may require driving.

Qualifications, Registrations, and Certifications:

  • A demonstrated understanding of problems of sexual assault, domestic violence, dating violence, human trafficking and stalking committed against Indian women and girls.
  • Familiarity with the role of community-based and tribally-based programs in the prevention, intervention, and treatment of sexual and domestic violence.
  • Ability to work with a wide variety of people, including clients, general public, community, tribal agencies, and other agencies, and to communicate effectively and relate to American Indian/Alaska Native clients and program staff.
  • Ability to network effectively with community and tribal agencies and with multi-disciplinary teams.
  • Ability to meet and deal with a variety of managers, supervisors, clients, and the general public. To work independently toward broad objectives and be self-motivated to accomplish them.
  • Ability to plan, direct, control, and coordinate work in situations where numerous diverse demands are involved and the ability to implement comprehensive program services.
  • Knowledge of and sensitivity to Native American culture required.
  • A demonstrated ability to assess a wide range of needs from victims of crime.
  • Effective communication skills (oral and written), including the ability to make presentations to and work with diverse groups of people, including Tribal members, Tribal elders and the general public.
  • Experience working with computer and office equipment (printer/fax machines) in addition to knowledge of Word, PowerPoint and Excel software.
  • Ability to work independently toward broad objectives and be self-motivated to accomplish them.
  • Ability to work flexible hours.
  • Ability to implement comprehensive program services.
  • Organized and demonstrated ability to maintain confidential files and practice confidentiality of information and individuals as described in the Employee Handbook, State and Federal laws, and as required for grant compliance.
  • Must be willing to complete 40 hours of direct service advocacy training (can be accomplished after hire date).
  • Must possess a valid Oregon driver's license and be eligible to operate a GSA vehicle.
  • Must be able to pass a criminal history background investigations.
  • Must not be a Domestic and Sexual Violence Prevention Program previous client within the last 12 months. (Note: If you apply and were a previous client during that timeframe, you are giving the Domestic Violence Program Coordinator permission to notify HR and/or your hiring panel that you were a client.)
  • Knowledge of and sensitivity to Native American culture required.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 50 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies, or when the Tribal Emergency Operations Center is opened.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
  • Often requires driving shorter local distances (less than 75 miles).
  • Occasionally requires driving clients or families shorter local distances (less than 75 miles).

Candidates for this position will be subject to criminal and character background checks and may be subject to fingerprinting.
