Dextera has a Program Manager position available for the USCIS Field Office Support Services (FOSS) contract. This position will be located in our headquarters location in Fairfax, VA. The Program Manager is responsible for managing FOSS Supervisors and operational aspects of the FOSS sites. The position provides corporate leadership to the FOSS staff ! and works with local CIS managers to ensure that the operation of the facility conforms to all contract specifications. This position develops and implements corporate strategies to ensure contract performance requirement compliance and effective and consistent communications. This position will manage all aspects of this contract including client engagement and relationship management for both the government site managers and prime contractor. This position will engage corporate resources (HR, recruiting, payroll, and accounting) to ensure staffing and personnel requirements are met. This Position will work with site supervisors to proactively identify, escalate, and bring program issues to timely and successful resolution. Manage program communications across all stakeholders and levels of management. As part of an effective communication strategy, the PM will report status to program sponsors and management. Build strong working relationships with peers, internal clients! , stakeholders and team members.
Essential Functions
P! rovides technical and administrative supervision through subordinate staff.
Establishes and implements specific action plans for accomplishing both short and long-term goals and objectives.
Complies with all contract specifications.
Resolves complaints and effects disciplinary measures.
Develops performance standards and evaluates work performance.
Ensures ROSS Sites stays within budget guidelines.
Proactive in informing the Government of significant issues, and be able to respond and take corrective action to issues brought by the Program Manager or COTR.
Proactive in identifying and recommending new approaches to improve quality, cost, and process inefficiencies.
Ensures equality in determining qualification, selections, assignments, training, promotions, discipline, and awards to employees.
Cooperates in the development and Affirmative Action efforts or plans regarding staffing, motivation, and training to develop all employees.
Ab! ides by all company safety regulations.
Coordinate and participates in technical and program reviews.
Conducts regular status meetings with the client to provide an overview of tasks performance on the contract.
Develops and implements program plans and creates processes and metrics that ensure effective task order execution plan, workload tracking, and quality assurance.
Actively participates in quality assurance through contract deliverables reviews and customer performance feedback.
Other duties as assigned.
Supervisory Requirements:
Directly or in-directly supervises non-exempt and exempt personnel (0-100);
Directly supervises the FOSS Managers as assigned;
Conduct performance appraisals for assigned Managers;
Gives direction, hires and gives inter-disciplinary actions when required.
JOB SPECIFICATIONS/Qualifications
At a minimum, must have ten (10) years of overall project management experience. A minimum of f! ive (5) years of the overall project management experience must be in a! supervisory position. At least five (5) years of the overall project management experience must be in the Government contracts environment. Must have demonstrated experience in managing complex, high dollar projects and/or contracts ($30 million or more annually), meeting deadlines, and coordinating the planning and implementation of project activities and resources using demonstrated flexibility, adaptability, and problem-solving abilities.
Demonstrated skill in initiating and maintaining personal and professional relationships with a wide variety of individuals, groups and associations in multiple layered environments over a large disparate geographic are.
Prior knowledge and experience with one or more of the following disciplines: mailroom operations, human resource information, records management or digitalization projects.
Quality management experience.
Proven ability to work and maintain a positive growth environment at all levels of program sponsors! and stakeholders to achieve relationships that foster the achievement of all program level objectives.
Knowledge of records management and electronic records management systems is a plus.
Requires sensitivity in regard to Equal Employment Opportunity (EEO), sexual harassment, union involvement, and other labor issues.
Ability to communicate effectively, both written and verbal. Must prepare and conduct presentations.
Must have excellent technical writing skills and the ability to prepare and present oral briefings to senior USCIS management officials using various mediums.
Proficient with using Microsoft Office tools i.e., Word, Excel, PowerPoint, and Outlook.
Must have mental ability to concentrate on fine detail such as daily report conciliation.
Position requires frequent travel.
Security Clearance :
Must be able to obtain and maintain a security clearance from the Department of Homeland Security.
