Systems Engineer (SME)

The contractor shall provide data management expertise directly supporting and advising the sponsors development of a robust Data Management Program for shaping enterprise data and metadata processing chains from collection to/from analyst. The effort shall include collection and documentation of software requirements and capabilities through partnerships with data scientists and end-users to tell the story of how a particular series of technologies have been evaluated and how they will deliver impact to mission. The effort shall include facilitating and documenting the evaluation of open source, Spo! nsor, and commercial technologies related to databases, proces! sing, geographic information systems, and visualization. Data processing experiments may be generated along with storyboards detailing how they were created and can be repeated. All of these activities will then be well documented and communicated outward. The contractor will also advise on the sponsors plans for leveraging the Sponsor Commercial Cloud to include crafting or validating plans to use it smartly. The effort requires a strong knowledge of software development, modern database and indexing theory, and web-based and web-scale information systems. Tasks: Design and facilitate efforts to evaluate database and software products, manipulate data structures, and possibly provide draft/prototype code to validate or demonstrate potential processing chains. Assist in the development of formal completion-task requirements for productization of those concepts. Provide expertise on state-of-the-industry for data correlation and data analytic software and technologies, and a! pply this expertise to advise and support the customer on integration of these technologies to improve the flow and consumption of sponsor- related data. Provide or facilitate rapid-evaluation of open source, Sponsor, and commercial technologies related to databases, processing, geographic information systems, and visualization. Evaluate competitive commercial products and systems and recommend options for integration into the data management enterprise. Write component and system specifications and operational Concept of Operations (CONOPS) related to data management and use. Advise on complex customer projects across multiple technical and operational areas associated with Data Management and Big Data Analysis technology, with priority on leveraging existing systems and prototyping new uses for them. Support implementation of data management processes and systems into the classified data and network while navigating security approval process.

Responsibilities:
Analyze and study complex system requirements.

Analyze functional business applications and design specifications for functional activities.

Apply business process improvement practices to re-engineer methodologies and principles and business process modernization projects.

Apply the concept of operations set of disciplines for the planning, analysis, design and construction of information systems across a major sector of the organization.

Apply, as appropriate, activity and data! modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques.

Assist in establishing standards for information systems procedures.

Confer with clients regarding the nature of the information processing or computation needs a computer program is to address.

Consult with management to ensure agreement on system principles.

Coordinate and link the computer systems within an organization to increase compatibility and so information can be shared.

Design software tools and subsystems to support software reuse and domain analyses and manages their implementation.

Develop analytical and computational techniques and methodology for problem solutions.

Develop and apply organization-wide information models for use in designing and building integrated, shared software and database management systems.

Develops block diagrams and logic fl! ow charts. Translate detailed design into computer software.

E! nhance software to reduce operating time or improve efficiency.

Ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

Estimate software development costs and schedule. Review existing programs and assist in making refinements, reducing operating time, and improve current techniques. Supervise software configuration management.

Expand or modify system to serve new purposes or improve workflow.

Manage software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools.

Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Perform strategic systems plann! ing, business information planning, business and analysis.

Prepare required documentation, including both program-level and user-level documentation.

Provide staff and users with assistance solving computer related problems, such as malfunctions and program problems.

Provide technical direction to programmers to ensure program deadlines are met.

Provide technical guidance in software engineering techniques and automated support tools. Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.

Tests, debugs, and refines the computer software to produce the required product.

Use object-oriented programming languages, as well as client/server applications development processes and multimedia and Internet technology.

Qualifications:
Mandatory Skills

Demonstrated combination of experience with in-depth technical knowledge in! Big Data Storage and Analysis, Information Science, Software Developme! nt, Data Management Systems, Databases, and System Security Approval Process, as well as systems engineering expertise.

Holds a BS in Information Systems, Data Management, Data Science, Computer Systems, Computer Science, New Media

Demonstrated experience and understanding of Big Data and Information Science Theory and Practice, Database Management and Data Structures, and delivering information as a product.

Demonstrated experience in documentation, working directly with non-technical customers and translating their requirements into actionable prototypes, and developing formal development requirements based on those prototypes.

Demonstrated experience defining and architecting end-to-end data flow architecture and data management systems, as well as multi-system and multi-software interface definition and documentation.

Demonstrated experience in software development projects as a programmer or product manager.

Demonst! rated experience converting large, ambiguous data sets into compact and digestible visualizations, then transitioning code and requirements to other developers.

Demonstrated experience and knowledge of different data storage, search, and retrieval models such as the pros/cons of object-based noSQL data stores vs. traditional SQL-style data structures.

Optional Skills

16 years relevant demonstrated experience, including 5 years as a data scientist

Experience creating data systems; dynamic visualizations centered on geographic locations.

Education & Experience Requirements:
